Report of the training needs analysis of local public officials in Ukraine presented for training service providers

On 14 June 2024, the third National Report on the training needs analysis of local public officials in Ukraine (TNA Report) was presented and discussed with representatives of the High School of Public Administration and regional training centres, specialising in upgrading qualification for public officials in Ukraine.

The needs analysis was conducted by the Council of Europe Programme “Strengthening Good Democratic Governance and Resilience in Ukraine” in November-December 2023 in partnership with the National Agency of Ukraine on Civil Service (NAUCS) and with the support of the four national local government associations. It was based on the toolkit “Training Needs Analysis and National Training Strategy” (TNA toolkit). Nearly 7000 appointed and elected local officials of all categories from 24 regions of Ukraine took part in this study via a detailed online questionnaire or an individual in-depth semi-structured interview.

The meeting was dedicated also to assessing challenges, prospects and possible Council of Europe support for development of the National Training System in Ukraine compliant with the European standards and good practice.


The Programme “Strengthening Good Democratic Governance and Resilience in Ukraine” is implemented by the Centre of Expertise for Good Governance at the Congress of Local and Regional Authorities of the Council of Europe under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
