The Parliamentary Committee on State Governance, Local Self-Government, Regional Development, and Urban Planning, in co-operation with the Council of Europe's Programme "Strengthening Good Democratic Governance and Resilience in Ukraine" and the Association of Ukrainian Cities, will host the Presentation of the Council of Europe's Overview "Governance of European Metropolitan Areas".
This Overview was prepared by the Centre of Expertise for Good Governance (CEGG) in co-operation with the World Association of the Major Metropolises “Metropolis”. It contains information about the legal frameworks and practices of 13 agglomerations/metropolises from 11 European countries. The report also provides insights into the key factors influencing the establishment, functioning, and development of metropolises in Europe. The presentation will specifically highlight the experiences of the Krakow metropolitan mrea (Poland), the metropolitan city of Turin (Italy), and the Riga metropolitan area (Latvia).
As part of the event, there will also be discussions on the possibilities of regulating the establishment of agglomerations in Ukraine, their legal status, and areas of responsibility, taking into account the best practices of European countries.
Members of the Ukrainian Parliament, representatives of the Office of the President of Ukraine, the Ministry of Community Development, Territories, and Infrastructure of Ukraine, the Office of the Congress of Local and Regional Authorities under the President of Ukraine, local self-government bodies and their associations, international organisations, and the expert community are invited to participate in the presentation.
The presentation will take place on 3 October 2023 at 4:00 PM in an online format via Zoom video conference.
