In September 2025, the Ministry of Finance of Ukraine ensured the full transfer of inter-budgetary transfers to the general fund of local budgets. A total of UAH 16 billion was received, equalling the full amount allocated in the State Budget for this month.

In particular, the following amounts were transferred:

• Basic subsidy – UAH 2.1 billion (100%);
• Additional subsidies – UAH 1.5 billion (100%).

The financial stability of local budgets is increasing

An important indicator of the financial capacity of communities is the balance of funds. As of 1 October 2025, the amount of funds in the accounts of local budgets and budgetary institutions (general and special funds) amounted to UAH 173.7 billion.

This figure represented significant growth, being UAH 53.1 billion higher than at the beginning of 2025.

Timely and full receipt of transfers, together with growing own financial reserves, provides a solid foundation for the effective planning and implementation of budget programmes in communities.
