Newly opened Administrative Service Centre in Komyshuvakha to bring numerous benefits to citizens

Today, a new Administrative Service Centre was opened in Komyshuvakha, Zaporizhzhia Oblast. The new centre, established with support of the U-LEAD with Europe Programme, will provide thirteen thousand hromada residents with eighty-nine types of important administrative services, including registration of residency, notary services, social and pension services, land services as well as local business and real estate registration.

 

 

The new centre will use a client-centric work schedule adapted to the needs of visitors. The EU and its member states Denmark, Estonia, Germany, Poland and Sweden finance the U-LEAD with Europe Programme, that has assisted the hromada with the institutional establishment of the centre. The Programme also funded ten workplaces, including one remote workplace in Novotavrychesk, equipping them with furniture and modern IT appliances. The hromada carried out full reconstruction of the premises for the ASC at the expense of UAH 1.4 million from the local budget.

The ASC opening ceremony in Komyshuvakha was attended by representatives of the European Commission, EU Delegation to Ukraine, Swedish International Development Cooperation Agency (Sida), and Zaporizhzhia Oblast State Administration.

 

 

Christian Danielsson, Director-General for European Neighbourhood Policy and Enlargement Negotiations, noted: “The new Administrative Service Centre in Komyshuvakha will bring many positive benefits to thousands of citizens, such as equal and improved administrative services and faster access. I am delighted to see that the decentralisation reform, one of the most important reforms in Ukraine, continues to deliver for the people thanks to the strong cooperation between the EU-supported U-LEAD with Europe Programme and the Ukrainian amalgamated hromadas.”

 

 

All the employees of the centre have completed a five-module training program on professional development created by Ukrainian and Swedish experts. Each module consists of several workshops on business ethics, gender equality, the role of local government in the administrative services provision and other important topics that the team of well-functioning centre faces on a daily basis.

 

 

“It is impressive how people from different regions of Ukraine and Europe are implementing one of the most important reforms in this country - the decentralisation reform. And I am proud that Sweden is part of these changes. We are happy to share our experiences, knowledge and to see the development of stronger and more confident Ukrainian hromadas which make administrative services closer and more accessible to every citizen through such well-functioning Administrative Service Centres”, highlighted during the opening ceremony Cecilia Chroona, Head of Reform Cooperation, Embassy of Sweden.

The Programme’s support continues, and the centre’s staff will have access to a modern software complex for automation of the ASC work - “Vulyk”. “Vulyk” was developed by the EGOV4UKRAINE sub-project within U-LEAD for Europe. Each employee of the ASC will also be trained to work with “Vulyk”.

Thanks to the new ASC, quality administrative services will become much more accessible for the citizens of the Komyshuvakha hromada. I am confident that we will achieve an excellent result and share with other hromadas our experience in creating well-functioning ASC”, noted in his speech at opening ceremony the Head of Komyshuvakha amalgamated hromada Yuriy Karapetyan.
